For each of these reputable government welfare programs, weโ€™ve broken down the qualifications to receive assistance and provided links to apply. 

What is welfare, and what kinds of welfare programs are there in the U.S.?

Welfare programs in the United States are defined as government programs paid to the poor. Recipients of these government entitlements are typically people who work, but earn below a certain gross or annual income. 

There are dozens of federal and state welfare programs that help with food, rent and housing, medical and health care, child care, preschool, and financing college.

Cash assistance programs

Temporary Assistance for Needy Families (TANF)

TANF, or Temporary Assistance for Needy Families, is the new name for cash assistance once called โ€˜welfare.'

Today the program requires participants to work part-time or prove that they're looking for work. There is a federal maximum of 60 months you can receive TANF benefits, though each state creates its own limits.

How TANF works

TANF payments are automatically loaded onto an Electronic Benefit Transfer (EBT) card which is used like a debit card to pay for limited expenses, including rent, daycare, and food.

TANF is administered through your stateโ€™s welfare services, which may be called Department of Human Services, Department for Children and Families, Economic Services Division, Workforce Services, Department of Social Services or related names. Recognized tribes also administer their own TANF programs.

Here are the four purposes of TANF:

  • Provide assistance to needy families so that children can be cared for in their own homes or in the homes of relatives
  • End the dependence of needy parents on government benefits by promoting job preparation, work, and marriage
  • Prevent and reduce the incidence of out-of-wedlock pregnancies
  • Encourage the formation and maintenance of two-parent families.

This pro-two-parent-family agenda is reflected in child support laws, which require that a man's child support checks go to repay TANF outlays to their families.

Who is eligible for TANF?

Each stateโ€™s TANF qualifications, rules and payments are different, but can include:

  • Income
  • Assets 
  • Number of household members
  • Number of children under age 18 
  • How long you have already received TANF benefits. All states except for Massachusetts and New York have limits

In all states except for Wisconsin, you must earn less than the federal poverty limit. Each stateโ€™s percentage is different.

TANF work requirements

To continue receiving TANF benefits, you must participate in work activities for an average of 30 hours per week or get a job within two years of first receiving benefits. 

Single parents must participate in a work activity for a minimum of 20 hours per week if your child is under age 6, or 30 hours if the kid is over age 6.

Work activities can include paid and unpaid work, training, vocational school, community service, or provide child care for others completing community service. 

Some states deny extra TANF funds to families with more children, the โ€œfamily capโ€ designed to disincentivize poor women from having more children.

Most states require you not have more than $2,000 in cash assets, though Alabama, Colorado, Louisiana, Maryland, Ohio, and Virginia have done away with those limits.

Guaranteed income (or universal basic income)

Universal Basic Income, or UBI, is increasingly gaining popularity as an efficient, effective way to alleviate poverty and improve society overall. 

The essence of these programs is that by giving people a guaranteed sum of cash each month โ€” opposed to expensive, cumbersome and inefficient programs โ€” recipients are more likely to get the services or resources they need, money flows more freely in local economies, and society overall benefits from a sense that we take care of one another, studies are finding.

โ€œI am now convinced that the simplest approach will prove to be the most effective โ€” the solution to poverty is to abolish it directly by a now widely discussed measure: the guaranteed income.โ€

Single moms stand to benefit the most from this kind of help. From feminist news site The 19th:

About 56% of the people who live in poverty in the United States are women, and most of those are women of color. Of that group, unmarried women with children, like Nichols, are the most likely to be below the federal poverty line. For her family of five, thatโ€™s $30,680.

Here is a list of some recent pilot UBI programs that are no longer accepting applications:

  • Chicago Resilient Communities Pilot: 5,000 Chicagoans will be selected through an open application and lottery system to receive $500 per month for 12 months, no strings attached. Mayor Lori Lightfoot and the City of Chicagoโ€™s Department of Family and Support Services are funding the $31.5 million dollar project. Applications closed in December 2022.
  • Mayors for Guaranteed Income (MGI): A coalition of 36 mayors from select cities came together to test UBI programs in their cities. Twitter CEO Jack Dorsey committed $15 million to the organization. Dozens more mayors across the country have since joined the coalition and have established or are in the process of establishing UBI programs. You can use the search tool on the MGI page to find a program in your area.
  • Magnolia Motherโ€™s Trust: Magnolia Motherโ€™s Trust is a pilot program founded in 2018 that provides $1,000 a month for a year to low-income Black mothers living in affordable housing in Jackson, Miss. The program now serves about 100 mothers annually, who also get $1,000 in a 529 college savings account for their children.
  • Basic Income Guaranteed: Los Angeles Economic Assistance Pilot: Approximately 3,200 Los Angeles families living in poverty received $1,000 a month for a year as part of a research study, with no rules for how the money was spent. This pilot program will come to an end in March 2023, with no current plans to select new participants.
  • Oakland Resilient Families: The Oakland, Calif., city program, which raised $6.75 million from private donors, selected 600 low-income families of color to receive $500 per month. They are not currently accepting new applicants and haven't announced a continuation of the program.
  • Cook County Promise Program: In Cook County, Ill., low-income families received $500 payments, starting in December 2022, which will be paid for two years. The $42 million in funds for the program comes from the American Rescue Plan Act. No future iterations of the program have been announced.

Food assistance programs

Food assistance programs like WIC and SNAP provide food for millions of Americans.

If you have low or no income, you can search for information and eligibility requirements for these programs in your state:

WIC

The Women Infants and Children program for families with children aged 5 and younger offers food coupons you can use at grocery stores, markets and bodegas, for qualifying food. Learn whether you are eligible for WIC, and how to apply.

SNAP

The Supplemental Nutrition Assistance Program loans financial credit to low-income people on a debit card that you use at your local grocery store and market. SNAP eligibility requirements are based on gross and annual income, as well as household size. Learn how to qualify, and apply online for SNAP.

Each state has its own income limits for food stamps. Check this list from the USDA to find your local SNAP office to see if you qualify. 

As one example, here is the current income limit chart for Pennsylvania (published in October 2022) that determines whether or not you qualify if you live in PA:

Note that during the pandemic, households in several states had been receiving an additional payment in the second half of the month. Starting in March 2023, SNAP recipients will no longer receive this additional payment.

School Breakfast and Lunch Programs 

The national school breakfast and lunch program helps families with food through their local schools and daycare centers by providing free breakfasts and lunches to students.

In April 2021, SNAP emergency funding was expanded by an additional $1 billion per month to 25 million people as part of the Biden-Harris Administrationโ€™s American Rescue Plan Act.

As part of that expansion, SNAP recipients were given an additional payment each month, which is now over as of March 2023.

WIC fruit and vegetable vouchers are expected to increase in 2023 to $25 for children, $44 for pregnant and postpartum mothers, and $49 for participants who are fully or partially breastfeeding their children.

Special Milk Program

If your school does not have a free breakfast or lunch program, they may qualify for the special milk program.

Summer Food Service Program

The federal Summer Food Service programs help families who depend on school lunches and breakfasts to access nutritious foods during summer breaks.

Housing assistance programs

Housing authority

Public housing agencies (PHAs) were established to provide affordable housing in safe communities for low-income families.

For example:

The Philadelphia Housing Authority provides over 14,000 affordable homes for rent. It also has earned Moving to Work (MTW) status, a program that helps residents find employment opportunities and promotes self-sufficiency.

With over 177,500 rentals throughout 335 housing developments in all five boroughs, the New York City Housing Authority is the largest PHA in North America. The average rent is $542, and 43.5% of residents are employed.

The Houston Housing Authority provides affordable housing to over 60,000 low-income families across 25 public housing and tax credit developments. 

The Los Angeles County Development Authority is a combination of multiple entities that work together to provide affordable housing and community/economic development. There are over 2,900 public housing units across 63 sites in Los Angeles County.

Section 8

The Section 8 housing subsidy from the U.S. Department of Housing and Urban Development (HUD) โ€” also known as the Housing Choice Voucher Program โ€” gives families in need access to decent, clean, and safe housing in privately-owned neighborhoods or within a housing project.

This includes apartments, townhomes, and single-family homes. It gives families a choice about where they want to live.

Local PHAs grant the housing subsidy to low-income families, older adults, and those who have a recognized disability. 

Section 8 Housing Qualifications

To be eligible, your familyโ€™s income cannot exceed 50% of the median income of the area in which you wish to live. Preference is given to families whose income does not exceed 30% of the area median income.

Low Income Home Energy Assistance Program (LIHEAP)

Low Income Home Energy Assistance Program (LIHEAP) helps low-income families and individuals with energy costs, energy crisis help, weatherization and energy-related home repairs. If you use other benefits programs like SNAP or TANF, you may automatically qualify.

Government health insurance

The government offers health insurance to qualified individuals in the form of Medicaid, Medicare, and the Childrenโ€™s Health Insurance Program (CHIP). These programs provide health care coverage to millions of Americans.

As long as you meet the requirements, youโ€™ll be able to get the care you need at little to no cost for covered services.

If you donโ€™t qualify for these programs, you can apply for a subsidy from health insurance exchanges in each state. 

Medicaid

Medicaid covers costs for inpatient and outpatient care in hospitals, as well as lab tests, doctor visits, home health care and other services. Itโ€™s a government program providing free or low-cost health care to low-income families, older adults, and people with disabilities.

Medicaid eligibility criteria varies by state. If you have questions about coverage, contact your state's Medicaid office or visit Medicaid.gov.

Medicare

People often confuse Medicare and Medicaid, but they are two separate programs.

While Medicaid is a joint state and federal program, Medicare is a federal-run health insurance program for people aged 65 or older or living with a disability or End-Stage Renal Disease. For most eligible Medicare recipients, there is no monthly cost if Medicare taxes were paid while working.

CHIP

CHIP provides health coverage to children in families that earn too much money to qualify for Medicaid, but cannot afford private health insurance. Like Medicare, itโ€™s a joint program between states and the federal government.

Benefits vary by state, but essential services like doctor visits, immunizations, and routine checkups are available to all CHIP recipients.

Government dental assistance

Dental care is expensive, but itโ€™s vital for overall health. If you receive benefits from CHIP, Medicaid, or Medicare, you can get help with routine dental care for your children (and in some states, for yourself). You can also check out our post on affordable dentures.

CHIP 

While specific benefits vary by state, CHIP provides dental benefits to child participants up to 19 years old for free or at a steep discount.

Under CHIP, children can get services like:

  • Annual check-ups
  • X-rays
  • Flouride treatments
  • Sealants
  • Fillings

Medicaid 

The government requires states to provide dental benefits for children who are covered by Medicaid through the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit.

While children up to age 21 are covered, states can decide if they want to extend that coverage to adults. Most states offer some sort of emergency dental care for adults.

Medicare

Medicare (Part A and B) doesnโ€™t provide free or low-cost dental care as a benefit. However, there are provisions for emergency dental procedures under Medicare Part A if you are hospitalized.

If you have Medicare Part C, also known as an Medicare Advantage Plan, you may have access to dental care depending on the plan you chose during enrollment. Since Medicare Part C plans are offered by private companies, youโ€™ll need to contact the plan administrator for details. 

Donโ€™t qualify for these programs? There are other options for you to get free or low-cost dental care:

  • Ask your local United Way or health department
  • Try a dental school or dental hygiene school, where students perform the work under licensed supervision
  • Ask your dentist about payment plans or sliding fees

Each state's Health and Human Services can help you find grants and money for low-cost or free daycare, based on your need, income and program availability in your area. Learn about your options at the Office of Childcare Website.

Head Start and Early Head Start is an established federal program that has proven successful in providing educational readiness for low-income children under age 5 from low-income families. The program's goals are to help all children get ready for school, as well as provide affordable child care to their parents.

Each state has child care assistance programs that can help you find quality day care centers, and pay for them. Find programs in your state and town with the Office of Child Care's website.

This Medicaid program gives participants the power to choose who provides their services and how and where those services are performed.

Having employment authority means those who need services can choose who they want to hire and how to direct Medicaid funds to compensate caregivers.

Government assistance/welfare programs helped this professional single mom get on her feet

I often struggle with this platform, where I speak primarily to women like me: Educated, professional single moms.

The number of unmarried mothers is increasingly affluent and educated, as women gain power in business and earning. But the reality remains that about half of kids raised primarily by a single mom live in poverty (a figure plummets for kids raised by single dads).

I don't pretend that what I write about here speaks to every single one of the 10 million U.S. single moms, or financial challenges that I face as an educated white woman are the same as someone who grew up with the challenges of generational poverty.

However, I often hear from women facing single motherhood and find themselves in financial straits โ€” very real, scary financial straits โ€” despite having had every perceived advantage, a fact that only adds to the shame and fear around their situation.

A couple years ago I had this Facebook instant message conversation with Jennifer L.W. Fink, a single mom to four boys in Wisconsin. She separated five years ago and has been divorced for two.

When she separated, Fink worked part-time as a freelance writer and homeschooled her children. She turned to public assistance.

Today Fink makes a living as a full-time freelance writer. She blogs at Building Boys

EJ: In launching this blog I started researching the economics of single moms, and it actually depressed me for a few days. I don't need to tell you that the numbers are dire. When I realized I would become a single mom, I just kind of put my blinders on to the roadblocks in my way and plunged ahead. So far so good. That is what I aim to preach on Wealthy Single Mommy.

But I also try to appreciate that I am a white, educated middle-class woman who had a career before I had kids and got divorced. No ignoring that.

JLWF: That's a big point. I'm white and educated and relatively middle class. But I married at 20 and didn't exactly have a career before that. But I still have a leg up that a lot of other single moms don't have in that I have a college degree and had some professional experience.

But here's the thing: raising kids takes at least as much time as it takes money. I don't think we, as parents, do ourselves any favors by glossing over that fact. Ideally, you have two parents working toward that goal.

How to pay off debt (even on a low income)

Thereโ€™s no shame in applying for government assistance

EJ: I agree 100 percent. But that isn't our story now. So what do you suggest?

JLWF: I definitely suggest applying for and accepting as much help as you need. There is nothing wrong or shameful about that.

EJ: We're talking public assistance?

JLWF: Yes. Most of the time, single motherhood is sudden. Even in families with two, educated, professional spouses, one spouse (often the woman) is working less outside the home to facilitate family life. And while many momsโ€” most momsโ€”can and will ramp up their income and earning potential, they canโ€™t always pull that off right away. I would definitely urge these women to look into what's available in terms of health benefits, food stamps or other benefits. You have nothing to lose.

EJ: Did you accept public aid?

JLWF: Yes, I did, and Iโ€™m OK talking about it.

I have a nursing degree, but I transitioned into a writing career while I was having and homeschooling my kids. By the time of my divorce, I hadn't actively practiced nursing in 6 years. I made something like $21,000 writing the year before I divorced โ€” not bad for a part-time job, but it's not nearly enough to support a family of five.

When I separated I ramped up my writing work, but to fill in that gap I applied for every kind of assistance I could get. Health insurance was a particular worry since my ex had carried me on his policy. I qualified for food assistance for six months, health benefits for a year, and help with heating costs that first winter.

EJ: How did you feel about applying for aid? What went through your mind?

JLWF: I'm from a middle class home. I'm not supposed to be one of โ€œthose moms.โ€ I felt angry at a world and a system and circumstances that put my children and me in such a position that makes it easy for one spouse to walk away, while another struggles to figure out how to feed and clothe her kids. But at that time, it truly was survival for me. It was the only way to make the numbers work.

EJ: What would your family's life have looked like had you not gotten that assistance?

JLWF: I'm lucky and blessed to have good friends and family. No one would have let us starve, or land on the streets, but none of my family or friends could have afforded to subsidize us for long. We would definitely have considered selling the house. But it would have been tough to find something more reasonable, and apartment living isn't exactly a great option for four active boys.

Emotions associated with accepting public benefits

EJ: Not at all! Do you worry that professional women โ€” or at least middle-class women โ€” struggle unduly because theyโ€™re too embarrassed to apply for public benefits?

JLWF: Yes. Itโ€™s very hard to whip out your state assistance food card at the grocery store when youโ€™re used to using a credit or debit card.

That's why there is no way to tell when someone has last been active for most of them. eharmony removed those notifications- what other possible reason would they do that? When I created an account, there were 192 people online (with only four profiles available for Instant Messaging). Upon profile creation, Love Spiritually awards you with one free conversation. And even though I specified that I was interested in men, I was matched with females and males far outside my preferred age range.

Also, nothing seems related to/driven by spirituality other than the site's name. Using the search criteria of male, age 30-50, within a 100-mile radius of NYC, 75 profile matches were returned. Overall, we recommend focusing your efforts on other dating sites.

Is Love Spiritually legit?

Love Spiritually has no Trustpilot or BBB profile. The site brands itself as the “#1 spiritual community on the net,” and while we strongly disagree, it is a legitimate dating site.

After eight years in business, MeetMindful is not accredited with the BBB and holds an F rating and there are multiple unanswered billing complaints. Unprofessional and neglected by operators.

The idea of not judging each other solely on the basis of photos but also focusing on interests sounds good at first. Unfortunately, the operators have a completely unprofessional approach to the site. I wanted to complete my registration with verification, but no matter which e-mail I entered, I never received it, not even in the spam folder. If you click on the โ€œHelpcenterโ€ on the site, a black screen โ€œnot foundโ€ appears. That is quite telling. Unfortunately, I have already entered my details and hope that something dubious doesn't happen to them.

Meetmindful is awful!

I would like to follow up with my experience with meetmindful. After they apologized for their site being unavailable, they emailed me and said they would give me 90 days free premium membership. I accepted yet they continued to charge my card and again the site was unavailable 8 out of 10 times I attempted to access it. I realized that they were continuing to charge my card even though they said I could have 90 days free. I then cancelled my subscription and emailed them my displeasure at them charging me for what was supposed to be free and I couldn't even access the site 80 percent of the time. Here we are 3 months later and they are still attempting to charge my card. I have had to lock my debit card so that they can't charge it any longer and just reported them to the BBB and CPA. Do yourself a favor and don't use meetmindful.

It's a complete scam.

It's a complete scam! I just paid $35 for a premium membership and a week after the site went down. I used it twice and have tried to log back on multiple times, over a week now and keep getting an error message. Now that I am reading other reviews, it looks like others have had the same experience. Do not pay money to this site. I emailed them and sent requests to their Help and no one has responded. I am reporting them to BBB and Consumer Protection Agency.

Save your money. It's unfortunate and disappointing that most of the profiles are inactive. I also find it very disappointing and deceptive, especially for a site that is intended for a spiritually oriented community. I do not find that to be an enlightened business practice. For example, when I search for profiles within 100 miles of my location, I am presented with 64 profiles. When you sort by activity, only three of the profiles have been active within the last six months. If I search in an area of 300 miles, I am presented with 200 profiles. If I sort for those profiles with recent activity, there are only nine profiles that have been active within the last few weeks.

What is most disappointing though, when I initially posted a basic review, pointing out that most profiles where inactive, I was contacted by the ownership of the sight, telling me to take it down. I suggested refunding my money and I would glad to, but then I thought about it and I remembered one of my favorite quotes: The truth shall set you free. Keep the money. People are so hungry to authentically connect with others like them, that I absolutely believe that its very important for site like this to be totally transparent and authentic. I will be upfront that I have been on/off this site for a long time. I don't think any men I met are qualified to be married. Many have emotional/psychological issues. Some have outlandish expectations such as a woman must be able to have x number of children (especially if the men are older), must have traveled, be a specific build/hair color, be a virgin and accept the men for who they are. It's a high expectations/double standard nightmare. I was discussing it with another Catholic friend, and she said it sounds like these guys are looking for a mix of the Virgin Mary and Barbie. The website is great, but the app leaves a lot to be desired. Potential but definitely falls short.

I hear Trent Horn advertised it and checked it out just for the sake of it. It was severely disappointing. First off the filtering is down right awful unless no one uses the app. It was giving me people half way across the country who were to far to pursue anything with. It has some nice features that I wish other apps have like were you have to the option to ask dancing or singing and can see the persons opinion but the features arenโ€™t good if youโ€™re not able to find someone near you. So Iโ€™d not recommend this app unless you find someone who lives close or donโ€™t mind very long distance dating.

Very Glitchy


I really like the app and a lot of the features, however the app barely works even after I purchased a subscription. Even though I like it unfortunately it's not usable with how many bugs/glitches and crashes there are. Only other issue which is not the apps fault, but there are not very users on here which makes it difficult to match with someone. Hopefully if there are improvements made, more people will sign up.

When we subscribed, the “nearby” search yielded nine potential matches (all of them over 50 and some as far as three states away).

Catholic People Meet is another site that claims to bring together like-minded, devout Catholics. However, once you create your profile and start connecting, no interactions/profiles seem faith-based.

Should you pay for college? Here's what the experts advise

Times have changed and college costs continue to rise, says Lynnette Khalfani-Cox, a.k.a. the Money Coach, a former financial news journalist, Houston-based personal finance advisor, and author of College Secrets: How to Save Money, Cut College Costs, and Graduate Debt Free.

According to The College Board, the average cost of in-state tuition at a public four-year college was $8,646 in the 2012-13 academic year. Today, The College Board reports that it costs $10,950 in the 2022-23 school year.

โ€œI'm extremely cognizant of the fact that it is literally impossible for a college student today who is going to a four-year college or university, to work enough hours and fully fund their own college costs in-full, โ€œ Khalfani-Cox says. 

Placing the entire financial burden on parents isnโ€™t an ideal path, either, Khalfani-Cox says. Whether your children are in Pre-K or you have a student who is entering junior or senior year in high school, there is a pathway to college that is possible. It starts with being honest about what you can afford.

One of the biggest mistakes parents make is actually investing too much in their children's future education, neglecting their own retirement and other long-term financial planning.

Be honest about what you can afford

That said, do not write a blank check for your child's education without any consideration for the return on that investment โ€” and a deep dive into whether you as the parent can truly afford that expense.

Khalfani-Cox says single moms should feel no shame, judgment, or guilt about not being able to pay for college. Rather the focus should be on examining every option you have, given your financial situation. 

Robert Farrington, founder of the leading personal finance site on student loans, The College Investor, urges parents and their students to have frank conversations about the return on investment (ROI) for any higher education decisions โ€” and for parents to be honest with themselves about what they can really afford. Do not be naive about the actual value of a college education, he warns.

โ€œIf you don't want to end up a statistic in the student loan crisis, you need to be mindful of how much you spend or borrow, Farrington says. “If you spend too much, college becomes a bad investment and you'll struggle to pay for it over your next 20 to 30 years.โ€

Ann Garcia, Certified Financial Planner with Independent Progressive Advisors and author of How to Pay for College, says being honest about what you can afford is crucial.

โ€œThe biggest piece of all of this is having a plan and communicating it to your student so that they understand the parameters of their college search because theyโ€™ll find good options at any price point,โ€ Garcia says.

Here are some tips from Garcia to help you determine if you can afford to pay for college:

  • Look at your budget โ€“ How much do you have saved for college? Divide the amount by four (for each year of college) and figure out what you and your child can contribute out of pocket each year. Not enough? Consider a student loan and options like the American Opportunity Tax Credit (AOTC) to offset costs.
  • Offer realistic options โ€“ Talk to your child about college choices at every price point, from community college and lower-cost online degree programs to top-tier options at prestigious universities. Your budget will determine which path is possible.
  • Be realistic about your expectations โ€“ Once you determine what you can afford, set the expectations on both sides. Itโ€™s OK to expect that your child will apply for loans to help with the cost. Itโ€™s not OK to expect your child to contribute $80,000 per year.

Fact: In every industry, there is an increase in earnings with more education, according to the Bureau of Labor Statistics. However, do not fall into the line of thinking that more expensive degrees automatically net out more lucrative careers.

Indeed, The Foundation for Research on Equal Opportunity (FREOPP) analyzed 30,000 undergraduate programs and found the median bachelor's degree for those who graduate in time has a net ROI of $306,000 in lifetime earnings. A few degrees like engineering and nursing netted out at $1 million-plus.

However, if you do not graduate, the median net lifetime value (premium in earnings minus cost of education) of a bachelor's degree drops to $129,000. When the foundation crunched the numbers for all the degrees in its report, more than a quarter of bachelor's degree programs have a negative ROI

โ€œRegardless of your beliefs on whether higher education should be free or how valuable it is, the fact is, today it is a monetary investment,โ€ Farrington says. That goes for both students and their parents, many of whom overestimate what they can truly afford to pay for their kidsโ€™ degrees.

โ€œParents think they're helping their kids by spending all their money, or even borrowing Parent PLUS Loans to help their kids pay for college,โ€ Farrington says. โ€œHowever, a few years after graduation, when parents are thinking about retirement, they quickly learn they can't โ€” they spent or borrowed too much to pay for the kidโ€™s college. So, parents have to work longer, or even worse, have to move back in with their kids who by now are in their 30s/40s because the parents can't save.โ€

The problem with these ROI calculations is that it is not realistic to expect most 17- or 18-year olds to decide what career they will pursue for the rest of their lives. 

โ€œI recommend staying broad, such as a general business major, unless the student really has a deep understanding of what they want to do,โ€ Farrington advises. โ€œThat opens up a lot more options to find a positive ROI route through college.โ€

On one end of the paying-for-college spectrum, Khalfani-Cox plans to pay for 100% of college expenses for her three children. She is a first-generation college graduate whose parents didnโ€™t have the opportunity to attend college. She and her husband are both entrepreneurs and have a 24-year-old who has already graduated college, a 21-year-old college junior, and a 15-year-old. She and her husband also bought the kidsโ€™ first home (which have so far been a condo and townhome purchased during their college years) and a car.

โ€œMy family and I are very fortunate financially, I recognize my privilege and the fact that I've been able to achieve really at levels that my parents, my grandparents and ancestors just only dreamed about,โ€ says Khalfani-Cox, who is Black.

โ€œWeโ€™ve promised our three kids that in order to help close the wealth gap in this country, we are going to give them what we're calling a wealth starter kit or a wealth launch kit,โ€ she says. โ€œPaying for their education is so they donโ€™t have to worry about money, the home is in recognition of the huge homeownership gap between Black and white households in this country, and the car is so they can drive away and not be dependent on us anymore.โ€

Cons of paying for your kidsโ€™ college

One of the biggest potential pitfalls of funding your kidsโ€™ educational expenses is if parents commit to doing so at the expense of their retirement savings, Khalfani-Cox says.

โ€œIf youโ€™re not careful about avoiding that, youโ€™re shooting yourself in the foot and doing yourself a disservice, so we've been extremely clear with our kids and said โ€˜we are not sacrificing our retirement and we are not tapping our home equity to pay for college,โ€ she says

โ€œFrankly, there are just way too many other options for students to fund higher education. They can always borrow for college, but you can't borrow for retirement. Single people, in particular, need to be extremely careful about their own financial security and not jeopardize their well-being as they plan for, or enter, retirement and not jeopardize that by overextending themselves, by committing to colleges that they can't afford or taking out loans that they can't afford.โ€

How much should parents pay for college?

According to Sallie Maeโ€™s 2023 report on How America Pays for College, families paid an average of $28,026 in the 2022-23 academic year. The largest funding source, at 50%, was parentsโ€™ income and savings.

Unsurprisingly, most parents arenโ€™t going to be equipped to cover all expenses in full with savings. Before looking into parent or student loans, Khalfani-Cox urges parents and students to pursue: 

  • Scholarships โ€• Your child can pursue merit-based scholarships in five areas: academic excellence, athletic aptitude, artistic endeavors, social impact, and initiative
  • Grants โ€• Grants can come from schools as well as federal, state, and private resources and are often considered need-based aid, do not need to be repaid, and are for students who require financial support to pursue college or a vocation
  • Work-study programs โ€• Many colleges offer this option and it gives your child a chance to contribute but still keeps the focus on directing the most energy toward pursuing a degree
  • Paid internships โ€• Your student can get an opportunity to work in the field they are pursuing while being paid for their efforts
  • Help from family and friends โ€• Share your childโ€™s education goals with family and friends so that they can partner with you to help them pay for books, room and board, tuition, and other expenses through donations and contributions to an education savings account like a 529 Plan

When it comes to scholarships, Khalfani-Cox says parents of children who do not have academic or athletic accomplishments should pursue opportunities that encourage creativity, activism, and initiative, such as:

  • Performing spoken word, creating a blog, acting, or making music
  • Volunteering for community projects, rallying support for social justice, or advocating for eco-friendly practices or literacy
  • Creating an app, starting a multicultural club, or launching a pop-up shop

The point is, there are so many opportunities that align with your childโ€™s interests and billions of dollars set aside each year to help children go to school. These sources of aid, plus a parentโ€™s contribution, can often be enough to fund the pursuit of higher education. But there is still hope if the funds fall short. 

โ€œIf you still donโ€™t have enough money to pay for college, thatโ€™s why you should look into loans, which should be in the studentโ€™s name,โ€ she says.

Khalfani-Cox is adamant that college students shouldnโ€™t be working more than 1520 hours per week, much less full-time, as the hourly wages they would likely earn would be a drop in the bucket in terms of expenses and would leave literally no room to spend on anything else.

โ€œWorking takes time and attention and focus away from hitting the books and from the academic side or from the enrichment part of college,โ€ she says. To balance their workload, students sometimes seek academic help. โ€œEvery family has to make a judgment call about what their values are โ€” about what they will or wonโ€™t do,โ€ she says. โ€œBut I donโ€™t think itโ€™s financially prudent to go into massive amounts of debt or have students borrow excessively for higher education.โ€

Khalfani-Cox encourages single moms to dig deep to find free money in the form of scholarships and grants to pay for college. And if your children are young, donโ€™t discount the power of putting a small amount away each month. It adds up.

Parents share their experiences helping pay for college

Viewpoint: Mom wants her children to have a different college experience

Gabriela Ramirez, a mother of three children ages 15, 11 and 8, agrees, especially after having lived the reality of paying for college herself when her parents couldnโ€™t afford to finance her education at the University of Houston. 

Ramirez initially started working part-time as a bank teller, but then moved up to working full-time (40 hours per week) by the end of her sophomore year. This situation had its perks, as the bank offered a generous tuition reimbursement program for qualifying employees, along with medical benefits, which is what incentivized her to work full-time. However, while she was able to graduate on time, she felt this arrangement came with the sacrifice of a social life between full-time work and full-time school schedules. 

โ€œIt was stressful because during my โ€˜free timeโ€™ I had to study, and I remember having to study in between servicing clients,โ€ Ramirez says. โ€œI also did not get to experience the dorm life because I lived at home to please my parents and save money. I also didnโ€™t join any clubs, had no time to attend any social events.โ€

As such, Ramirez and her husband, who she met at the University of Houston, plan to help their eldest son, who will be college-bound in the next two to three years, and other children as much as they can, wherever they decide to go. 

โ€œPart of the reason I stayed in Houston was to please my parents, as Hispanic parents sometimes guilt their children into staying close by and I did not want to disappoint them,โ€ she says. โ€œI want my kids to have the full college experience, go out and explore, make mistakes, and learn and grow from them. I donโ€™t have a preference for which college my kids attend, so long as it is a good fit for them and we can afford it.โ€

Even so, as much as many parents want to do their best for their children and help to not end up with insurmountable debt after college, many also want to instill good money management skills.

โ€œI think it is very important for young adults to have a good grasp on finances early on, so I would like for my son to get a part-time job at least to pay for something and learn responsibility,โ€ Ramirez says. โ€œIf I was able to do it, he can do it.โ€

Viewpoint: Parents paying for college to keep kids out of debt

Erin Williams, a West Point, N.Y based mom of three children ages five, three-and-a-half and two, has a more unique plan in that she and her husband plan to pay for a chunk of their kidsโ€™ college using the Post-9/11 GI Bill education benefits. She and her husband both served in the military and went through the process of transferring the Post-9/11 GI Bill education benefits to their kids, giving the three of them 66 months of tuition in total, which should cover about two-thirds of undergraduate education for each child. 

Although she has a while until her kids are college-aged, Williams is conscious of the fact that they may have all three in college at the same time (possibly even two years where all three are in college), so they have tried to be deliberate in planning for it. 

โ€œMy husband and I both had college paid for โ€” I went to a military academy, and he had an athletic scholarship that paid for half his tuition and his parents covered the other half,โ€ Williams explains. โ€œStarting adult life with no debt was huge for both of us.โ€

As the other end of their hybrid approach, Williams and her husband plan to have their kids take unofficial โ€œloansโ€ from them that can be paid back once they graduate and enter the workforce, without accruing high interest rates.

โ€œWe don't want them to take out traditional student loans, either, which I see as predatory business and I don't want my kids to spend half their adult lives paying a loan off unnecessarily,โ€ Williams says.

One potential caveat, Williams noted, is that she wants to ensure her kids value their education and understand how costly itโ€™s going to be while also avoiding living their entire lives in debt.

โ€œMy husband often reflects that he didn't take college seriously enough and he believes that if he was more financially invested, he would have taken it more seriously,โ€ she says.

One of the caveats of committing to paying your kidsโ€™ educational expenses is that you may have to give them some tough love regarding what you can afford, especially if theyโ€™ve got their heart set on an expensive private college versus an in-state option with lower tuition and scholarship offers. You may receive some pushback from your emotional teenager, Khalfani-Cox says, but when you explain why in the long-term itโ€™s best to come out as close to debt-free as possible, they will likely understand.

Viewpoint: Child chose not to have parents pay for her schooling

Kelly Dumesnil, of Fort Collins, Colo., had a unique experience in that she was the one who opted to accept a full ride to Ohio State University despite her parents being willing to finance her education at Stanford University, which would have cost about $75,000 per year. Ohio State actually paid Dumesnil a stipend to attend, enough for her to buy a car and invest in the stock market. 

โ€œIt was a pretty big shock to basically everyone at the time because I had been saying I was going to go to Stanford since I was 8 years old since my older sister had gone there,โ€ Dumesnil says. Plus, her parents had very highly valued prestigious higher education for all their children, and were taking on expenses for Dumensilโ€™s brotherโ€™s medical school, and the degree for her younger sister who was unlikely as the other siblings to earn scholarships, while still paying loans on her sisterโ€™s Stanford degree  โ€” a burden that made little sense to Dumensil given her ability to go to college for free. 

โ€œMy parents have always taken extreme pride in their kidsโ€™ successes, which is common among immigrants and minorities,โ€ Dumesnil says. โ€œWeโ€™re Mexican Americans from Texasโ€™s Rio Grande Valley. My parents both got GEDs, my dad went to The University of Texas Rio Grande Valley, and my grandpa got his associateโ€™s degree later in life. So to them, their kids making it at these elite institutions was the ultimate pride.โ€

But the deeper reason for rejecting Stanford in lieu of a state school? Dumensil was rebelling against her parentsโ€™ paradigm that a prestigious education would increase her social standing โ€” as well as a rebuff against their conditioning their love on her academic achievements. 

โ€œMy parents were so angry I didnโ€™t pick Stanford and my mom cold-shouldered me for months,โ€ she says. โ€œI felt like their love was contingent on me succeeding academically. It wasnโ€™t, but all the constant praise for my grades and school achievements, and the way they bragged about my sister when I was growing up made it feel that way sometimes. I was rejecting the idea that I needed to keep striving just to be something for them to show off.โ€

Dumesnil says her experience will undoubtedly influence how she and her husband view their 3-year-old daughterโ€™s path to higher education.

โ€œI think weโ€™ll be a lot more conscious about not putting pressure on her in any direction,โ€ she says. โ€œI really have no personal investment in what she does other than that it helps her to grow and feel fulfilled.โ€ 

How to pay for your kids' college

If you decide to help your children pay for at least some of their college education, you have several options for paying for college as a parent including:

Scholarships for children of single parents

Apply for every grant and scholarship you can. And if you need extra help with other expenses while youโ€™re helping your child pay for school, consider looking into hardship grants for single moms.

Here are some places where you can find legitimate opportunities:

  • High school counseling office
  • Financial aid office at your childโ€™s chosen college or university
  • Local library
  • Nonprofits, churches, civic groups, community organizations
  • Sororities and fraternities
  • Your employer (or your childโ€™s employer)
  • Free scholarship databases like Big Future and CareerOneStop
  • Your state agency

Student financial aid

Mike Hunsberger, CFP, Certified College Financial Consultant (CCFC), and owner of Next Mission Financial Planning, LLC says the key to understanding your readiness to pay for college is to understand how much youโ€™ll be expected to pay. 

The cost of attendance at colleges can range from $10,000 to more than $80,000 per year. 

โ€œYour financial situation and your studentโ€™s GPA and test scores drive what a school will expect you to pay,โ€ Hunsberger says.

He suggests filling out the Free Application for Federal Student Aid (FAFSA) because it can identify your childโ€™s eligibility for need-based grants and scholarships that are renewable each school year or semester.  

Personal savings

If you haven't already, start a high-yield savings account at an FDIC-insured bank. With a high-yield account, youโ€™ll earn a higher rate of interest on your balance than a traditional savings account, as well as compound interest as it grows. Some options to look into:

You can use funds from a personal savings account as you see fit, for any expense, without the restrictions of a 529 college savings plan. With a 529 plan, you must use the funds for education-related expenses.  

Plus, if your child decides they donโ€™t want to attend college, you can use the money from your savings account to help them with something else.

Investments

Garcia says that you can use any type of investment account to pay for college, including a Roth IRA. Of course, each option has its pros and cons. Itโ€™s best to discuss your options with a financial professional.

If you have investments or plan to start building your wealth, think about how you can use these investments to your advantage for your childโ€™s education:

  • Coverdell Education Savings Account โ€“ You can make cash contributions up to $2,000 per tax year on behalf of your child. Your child, as the beneficiary, can use the money for qualified education expenses, tax-free.
  • Roth IRA โ€“ For 2023, you can contribute up to $6,500 per year after taxes ($7,500 if you are 50 or older). If you have had the account for at least five years and are 59ยฝ or older, you can make withdrawals without penalties or taxes. 
  • UGMA or UTMA custodial account โ€“ An account that holds financial gifts for a minor that a parent, guardian, or other entity oversees. According to the IRS, there are no limits on contributions, but a federal gift tax applies to amounts of $17,000 or more ($34,000 for married couples filing jointly).
  • U.S. savings bonds โ€“ You can use Series EE or savings bonds dated after 1989 to help pay for college but the bond holder must be at least 24 years old when the bond was issued. There are some additional restrictions, IRS Form 8815 lists them.

You can also use funds from taxable investment accounts, Garcia says. Youโ€™ll benefit from the capital gains tax rate but any realized gain or dividend income is reported on your tax return, increasing your income on a future FAFSA. However, if your child doesn't go to college, there's no penalty to use the money for a different need. 

Cash-out refinancing

Another option is to do a cash-out refinance of your home, which allows you to increase your mortgage amount and take (cash-out) the difference between your new mortgage amount and what you previously owed. You can usually borrow up to 80% of the propertyโ€™s value.

For example, letโ€™s say your childโ€™s college costs are around $80,000. If you have a $225,000 mortgage with a home value of $350,000, you can cash-out refinance to a new mortgage of $305,000 or more and take out the $80,000 in equity to pay for college.

Ksenia Yudina, Chartered Financial Analyst (CFA) and founder and CEO of UNest, says it can be a viable option for some, since the interest rate is typically lower than personal loans or credit cards. Plus, the interest rate on a mortgage is tax deductible. 

However, your monthly mortgage payment will be higher, and you run the risk of losing your home if you canโ€™t keep up with the payments.

โ€œCash-out refinancing of your house is the least preferred route due to the high interest rates in 2023,โ€ Yudina says. โ€œMortgage rates have reached 6-7%, and cash-out refinance can have even higher interest rates compared to a home purchase.โ€

Yudina says itโ€™s best to speak with a CPA before deciding to take out a mortgage to pay for your kidsโ€™ college education. Make sure itโ€™s the best move for your family.

Sell valuables

Selling valuable items from your home can also give you a much needed cash boost. You can get top-dollar for:

Income-based repayment or income-sharing agreements

If your child has a federal student loan, you may have the option to choose an income-based repayment plan. 

This allows the borrower to choose an affordable payment that is a percentage of your discretionary income which is based on your state, household size, and the poverty guideline.

You can apply for one of four repayment plans for most federal student loans:

  • Revised Pay As You Earn (REPAYE) โ€“ Offers a 20 to 25-year repayment term
  • Pay As You Earn (PAYE) โ€“ Pay back your loan over 20 years
  • Income-Based (IBR) โ€“ You can pay for a minimum term of 20 years
  • Income-Contingent (ICR) โ€“ Offers a 25-year repayment term

REPAYE and PAYE plans are usually 10% of your discretionary income. IBR can be 10-15% depending on the loan start date. ICR payments are either 20% of your discretionary income or a 12-year fixed payment based on income.

If you donโ€™t want to use a student loan, you can look into creating an income-sharing agreement (ISA). This type of agreement is based on a studentโ€™s future ability to pay for education. Your child receives funding to attend school and agrees to pay the money back after graduation through a fixed percentage (2-10%) of their annual salary.

Places where you can get information about an ISA:

  • Financial aid office of your childโ€™s chosen college or university
  • Technical or vocational schools
  • Your employer
  • Private lenders

Repayment terms vary, but the total amount is capped. Itโ€™s an interest-free option that does not require a co-signer or good credit, so your student can apply on their own.

Loans

There are a variety of sources to borrow money for school for both parents and students, from federal to private loans.

To figure out which is best for your family, consider the terms of each loan type. 

Federal loans have low, fixed interest rates. Most donโ€™t require a credit check or co-signer and they are repaid once you graduate or stop attending school full-time.

  • Direct subsidized loans โ€“ For undergraduate students who demonstrate financial need because they cannot repay the loan without help
  • Direct unsubsidized loans โ€“ For undergraduate, graduate and professional students who can repay the loan without help
  • Direct PLUS loans โ€“ For graduate and professional students and parents of undergraduate students who need help paying for expenses that are not covered by financial aid
  • Direct consolidation loans โ€“ This is for borrowers with multiple student loans who want to combine them and pay one payment.

Private student loans from lenders like Sallie Mae, College Ave, banks, and other financial institutions may have fixed or variable rates and often require a credit score of at least 640.

Garcia recommends that students shouldnโ€™t borrow more than the direct student loan ($64,000 over four years), and that parents should avoid non-education loans and limit other borrowing to an amount they can repay prior to retirement without compromising other goalsโ€”especially since parent PLUS loan borrowers are the fastest-growing segment of the outstanding student loan balance.

College 529 savings accounts

Many parents, grandparents and others choose to invest in a 529 plan to help pay for the education of a child in their lives. There are pros and cons to 529s.

A 529 plan is a federal program that allows tax-advantaged savings and investing for education. Any profits from a 529 plan accumulate tax-deferred, and you do not pay federal taxes on any distributions when you use them for qualified higher education expenses, which now include accredited colleges and universities, computers, and up to $10,000 for K-12 private education.

In todayโ€™s day and age of exorbitant college costs, make sure that the sum you and your student are spending on college will have a positive ROI long-term. If you decide to help pay for your kids' school, but sure to account for your own financial well-being as well.

Remember: There are countless ways that young people can finance and pay for their college educations (including paying for it themselves!). But there are no loans or Pell grants for retirement.

If you are on track with your investments, have at least 3 months in cash in a savings account, are maximizing your employer's 401k or another retirement match, have your personal debt easily managed, and feel comfortable that you can retire comfortably, then consider investing in your child's future.
